After the WTO’s ruling, the United States decided to defend itself and continue to prosecute Internet gambling. The Department of Justice has asserted that all internet gambling in the United States is illegal, but the Fifth Circuit disagreed.
The problem with this theory is that the Internet does not fall under the definition of a wire communications facility. That means that Internet service providers such as Google and Microsoft do not qualify. Also, it is unclear whether the federal government has the authority to impose such restrictions.
Despite this, online casinos and poker sites are rapidly growing. A study conducted by George T. Ladd, a professor of economics at the University of Connecticut, found that more than eight percent of the patients in his study gambled during their lifetime.
